About Progressive pet insurance
Progressive provides pet insurance policies in partnership with Pets Best and Companion Protect. Both companies offer customizable accident and illness plans with the option to add coverage for preventive care expenses like vaccinations and checkups. Pets Best also offers an accident-only plan.
However, supplements and vitamins aren’t covered, and certain other types of coverage may cost extra.
When you get a quote online from the Progressive website, you’ll be directed to either Companion Protect or Pets Best. If you want to get quotes and learn about plan options from both providers, you’ll need to call Progressive.

Accident and illness coverage
The accident and illness plan from Pets Best typically covers:
Treatment for accidental injuries and for illnesses, including cancer.
Emergency care.
Hospitalization.

Behavioral conditions.
Prosthetic devices and wheelchairs.
Euthanasia.
Prescription medication coverage is also included by default in most plans, but you may be able to opt out by contacting Pets Best.
You can upgrade a Pets Best accident and illness plan to include:

Companion Protect also offers an accident and illness plan, which covers:

Accident-only coverage
Progressive's accident-only plan is available from Pets Best. It helps pay for issues like broken bones, bite wounds or injuries that occur if your pet accidentally swallows a foreign object. The accident-only plan is offered at a fixed price based on whether your pet is a dog or cat. Though it covers accidental injuries, it won’t pay for treatment if your pet gets sick.
Wellness plans
Progressive offers wellness coverage through both Pets Best and Companion Protect.
Pets Best offers two tiers of wellness coverage that you can add to an accident and illness policy. The EssentialWellness plan helps you pay for:
Wellness exams.
Microchipping.
Vaccinations.
Routine diagnostic tests and bloodwork.
Heartworm, flea and tick preventive medication.
Deworming.
The BestWellness plan covers everything the EssentialWellness plan does, though it offers higher reimbursement amounts for some services. It can also pay for:
Teeth cleaning.
Companion Protect has a wellness plan you can add to an accident and illness policy or buy on its own. It covers the following services, up to an annual maximum:
Wellness exams.
Vaccinations.
Flea, tick and heartworm preventives.
Vitamin supplements.
Routine tests and bloodwork.
Deworming preventive.
Dental cleaning.

What's not covered
Progressive pet insurance plans from Pets Best don’t cover:
Pre-existing conditions, unless they’ve been healed or cured and require no further treatment.
Elective and preventive procedures, like anal gland expression, tail docking, ear cropping, nail trimming and declawing.
Parasitic testing, treatment and prevention.
Food, vitamins and supplements.
Herbal, holistic and alternative medications and treatments.
Progressive plans from Companion Protect don’t cover:
Pre-existing conditions.
Dental care outside of treatment for an accident.
Vitamins or nutritional supplements.
Declawing, dew claw removal or debarking.
Physical therapy or alternative treatments.
Breeding, whelping or queening.
Spondylosis.
Conditions arising from neglect or failure to use preventives.
Wellness plans from either company don’t pay for anything but the services listed in the policy.
Progressive plan options
Options may vary based on your pet, where you live and which company underwrites your policy.
Deductibles
A pet insurance deductible is the amount you have to pay before your plan reimburses you for vet expenses. Progressive and Pets Best accident-only plans generally have a $250 deductible. Accident and illness plan deductibles from Pets Best range from $50 to $1,000. Companion Protect accident and illness plans have deductible options of $250, $500 or $1,000.
Like most pet insurers, both companies apply the deductible on an annual basis, rather than per claim.
Reimbursement amounts
The Pets Best accident-only plan will typically reimburse 90% of your vet bills once you’ve met your deductible. Both Pets Best and Companion Protect offer reimbursement amounts of 70%, 80% or 90% for their accident and illness plans.
Pets Best and Companion Protect calculate your reimbursement slightly differently. Pets Best applies your reimbursement percentage to your vet bill before the deductible. So if your cat needed a $2,500 surgery and you have an 80% reimbursement level and a $500 deductible, your plan would reimburse you as follows:
$2,500 vet bill x 0.8 (80% reimbursement level) = $2,000.
$2,000 - $500 deductible = $1,500 reimbursement.
Companion Protect applies the deductible first, which results in a slightly more generous claim payout. Here’s the math if you had the same coverage limits as above:
$2,500 vet bill - $500 deductible = $2,000.
$2,000 x 0.8 (80% reimbursement level) = $1,600 reimbursement.
That would leave you with $900 of the vet bill to pay.
Coverage limits
The accident-only plan from Pets Best generally has a $10,000 annual limit. Pets Best accident and illness plans have annual limits of $5,000, $10,000 or unlimited, while Companion Protect offers $5,000, $10,000 or $20,000 of coverage per year.
Restrictions and waiting periods
Age restrictions: Pets under 7 weeks old aren’t eligible for Pets Best coverage, but the company has no upper age limit. For Companion Protect accident and illness policies, the minimum age is 8 weeks for both dogs and cats. Dogs are eligible up to 10 years old and cats up to 12 years old. There are no age restrictions for Companion Protect wellness plans.
Waiting periods: A pet insurance waiting period is the time between when you buy your policy and when your coverage starts. Although they vary by state, waiting periods for Pets Best are typically three days for accidental injuries, 14 days for illnesses and six months for cruciate ligament conditions. For Companion Protect, there’s usually no waiting period for accident coverage, while illness coverage kicks in after 15 days and orthopedic issues are covered after 30 days. Neither provider has a waiting period for routine care.

The cost of Progressive pet insurance will depend on which third-party provider you end up with, where you live and your pet’s age and breed. Below are sample monthly rates for six common dog breeds at ages 2 and 8. Our sample pets lived in Katy, Texas, and had coverage with a $250 deductible, an 80% reimbursement rate and $5,000 in annual coverage.
All sample rates are from Companion Protect, which doesn’t use your pet’s breed as a factor when setting rates. Note that Pets Best may offer different rates for the same pet. If you get quotes online from one company and want to check rates from the other, give Progressive a call.

Digital experience
Progressive’s website gives you basic information about the types of pet insurance plans available, but if you want to get a quote or buy a policy, it will take you to either Pets Best or Companion Protect (there’s no way to choose which company you get online).
The Pets Best mobile app is available in both the Apple App Store and Google Play Store. The app lets you submit claims and access information about your pet’s benefits using your mobile device. You can also file claims and make policy changes by logging into the Pets Best website.
If you get a Companion Protect policy through Progressive, you’ll manage your policy through an online portal. Companion Protect doesn’t have a mobile app.
How to file a claim
If you have a Pets Best policy, you can submit claims on the company’s mobile app or website, or by email, fax or mail. Pets Best will need to see your paid invoice when you submit a claim. You can easily snap a photo and submit it using the app. Pet parents also have the option of requesting that Pets Best pay their vet directly.
If you have a Companion Protect plan, you’ll file claims through an online portal. Reimbursement is via check.

To find sample pet insurance rates, NerdWallet gathered quotes for the base level of accident and illness coverage on each insurer’s website. Quotes reflect the monthly cost of a policy and do not include wellness coverage or other optional add-ons. Each plan for a given company had the same deductible, coverage limit and reimbursement rate for all sample pets.
